St Pat’s is led by a highly experienced team committed to delivering the vision and mission of the organisation.

Michael Piu
Chief Executive Officer
Lawyer, NGO Executive and Community Advocate for change, Michael engages all sectors of our community to break down the stereotypes surrounding homelessness, and to work collaboratively to end chronic homelessness in Western Australia. As well as his work at St Pat’s, amongst other roles, Michael is currently Chair of Imagined Futures (the Perth South West Metropolitan District Leadership Group), the Co-Chair of the WA Alliance to End Homelessness, a Board Member of Homelessness Australia (the national peak for the homelessness sector), and of HumanAbility Ltd (the Federal Government-appointed national Jobs and Skills Council driving the advancement of education and workforce development across a number of industries, including health & human services, aged & disability support and early childhood). Michael also formerly served as Deputy Chair of Shelter WA (the State peak for the homelessness sector) and on the Board of the WA Council of Social Service (the peak for the WA Community Services Sector).
Michael’s dedication and leadership was recognised by the Institute of Public Administration Australia WA in 2022 where he was awarded Leader of the Year in the Not-for-Profit Sector, and in 2023, when he was appointed a Fellow of the Institute. He is also a Fellow of the Governance Institute of Australia, and an Associate Fellow of the Australian Institute of Management (WA).

Traci Cascioli
Chief Operating Officer
Traci is a senior executive whose expertise in strategic leadership is grounded in empathy, integrity, and a lifelong commitment to social justice. As Chief Operating Officer at St Pat’s, she has spearheaded St Pat’s development into the largest, community place-based service for people experiencing homelessness in the southwest metropolitan region.
Traci is passionate about improving health and wellbeing outcomes for people in our community and has been instrumental in the development of award-winning outreach and support programs, as well as St Pat’s pro-bono Health and Dental Clinics. She is a strong advocate for community-led solutions and building equitable, cross-sector partnerships which is demonstrated through her active contribution to initiatives including the Homelessness Commissioning Reference Group, Imagined Futures, and the WA Alliance to End Homelessness.
Traci currently serves on a number of boards and committees including Shelter WA, the State Emergency Relief Committee and the Perth Zero Project (By-Name List) working group.

Gary Oliver
Financial Controller
Gary has over 40 years’ experience in both for-profit and not-for-profit sectors in the UK and Australia, covering financial services, manufacturing, leasing and community housing. Responsible for all areas of finance at St Pat’s, Gary brings his extensive experience in implementing financial management and payroll systems, accounts payable/receivable, tenancy management, taxation, reporting and auditing, which he has honed over the past 13 years working as a senior finance manager in community housing.

Paula O’Leary
Director of Housing
Paula is highly experienced in managing and developing community housing projects and has nearly a decade’s experiencing working in the not-for-profit sector. Previously the Manager of Housing Services for St Vincent de Paul Society, Paula has also honed her skills in the Homelessness and Community policy and advocacy space, as Shelter WA’s Head of Policy and Sector Development, and joins us from the Department of Communities, where she was Principal Relationship and Contract Manager – Homelessness.
Paula is passionate about growing and developing the capacity of the Community Housing in WA, in particular the ACHO sector and will bring her wealth of experience to leading our Housing Services team as they develop and implement a number of exciting new housing projects in the pipeline.

Lyn Levy
Director of Corporate Services
Lyn Levy is a strategic and people-focused leader with broad experience across community services, people and culture, governance, corporate operations, and social enterprise development. As head of St Pat’s Corporate Services team she has been integral to advancing organisational strategies, volunteer engagement, governance systems, and workforce planning.
Lyn is deeply committed to social justice, community empowerment, and values-driven leadership, and holds a Bachelor in Social Science (Family Studies) and a Diploma in Governance and Management. She has held executive management roles at WACOSS and One Tree Community Services prior to joining St Pat’s.

Leigh Sinclair
Executive Director – Imagined Futures
Leigh Sinclair is Executive Director of Imagined Futures (IF). A collective impact approach to tackling complex, social challenges, IF brings together over 60 not-for-profit and government agencies, as well as business, philanthropists, and community members across the South West Metropolitan Region.
Leigh holds a Master of Psychology degree, and over her career has performed consultation, strategic planning, governance, research, and policy development roles as well as designing and delivering front line services, working across government, non-government and the private sectors. Leigh jumped at the opportunity to put this breadth of experience into practice to facilitate cross-sector collaborative efforts to deliver the best results for the community.

Annalisa Oxenburgh
Philanthropy and Fundraising Manager
An experienced manager, producer and fundraiser, Annalisa has worked in both the for-profit and not-for-profit sectors within Australia, including in some of WA’s remotest communities, and internationally. Hailing from the education and arts sector, and with a Master’s in Fine Arts, Annalisa is highly skilled in supporting Boards of Directors and Executive Leadership to achieve organisation’s visions, aims and strategic objectives. She joined St Pat’s in late 2023 to develop St Pat’s philanthropic strategies, in particular the Redevelopment Project Capital Campaign.

Tania Payne
Engagement and Inclusion Manager
Tania has more than 20 years’ experience in the mental health and public sectors, including the Department of Child Preotection, and has overseen the delivery of mental health and disability services in regional WA and the Northern Territory. At St Pat’s, Tania manages the extensive suite of frontline services delivered at St Pat’s Community Centre and a large team of staff and volunteers, a job which requires agility, flexibility and the ability to forge strong relationships across the community.

Kim Rawson
Support Services Manager
Kim has over a decade of experience within community service organisations across Australia, including Melbourne City Mission and Good Shepherd ANZ. With a background in psychology and human behaviour, specialising in alcohol and drug dependency, Kim oversees St Pat’s suite of targeted programs and leads a team of highly experienced assertive outreach workers and case managers.
Kim is currently on leave, returning in 2026.

Leigh Harland
Support Services Manager
Leigh Harland is a compassionate and experienced community services professional with over a decade of client-centred, strength-based, and recovery-focused practice. She has a broad range of experience supporting individuals facing complex challenges such as trauma, homelessness, AOD dependency and family violence; through her work with FDV and homelessness services, Housing Choices and the Perth Zero Project.
Hailing from South Africa, Leigh has supported the development of an in-prison creche, and improvements and upgrades in care for an informal HIV/AIDS orphanage. She joins St Pat’s from Ruah Community Services, bringing proven leadership experience in team management, stakeholder engagement, and delivering quality outcomes.
Leigh is passionate about justice, systemic change, collaboration and empowering others, and is valued for her ability to guide staff, build strong relationships, and contribute to effective, high-quality service delivery.

Pauline Boscato
Djenabidet Kalleep and Crossroads Manager
Pauline, a Whadjuk/Yued woman, spent 20 years as a public servant within WA corrections and justice before joining St Pat’s. She brings extensive experience managing learning and professional development and designing audit systems that inform ethical and culturally appropriate policy, strategic reform, and practice. Pauline oversees both Crossroads and Djenabidet Kalleep, an Aboriginal Support Service with a suite of culturally informed programs developed by, and for, Aboriginal People, and leads a team of highly experienced Aboriginal outreach, heath connector and peer navigators.
Dion Goode
Housing Operations Manager
Dion Goode is a seasoned community services leader with extensive experience in homelessness, crisis accommodation, and place-based support across Western Australia. Known for his practical, people-centred approach, he has led frontline teams, complex case management, and cross-agency partnerships that improve outcomes for people experiencing vulnerability.
Dion brings strong operational expertise in service design, staff supervision, trauma-informed practice, and community engagement. He is recognised for his calm, solutions-focused leadership, commitment to team wellbeing, and collaborative work with sector partners, consistently advocating for people facing homelessness.
Our Board
Our board set the strategic direction of the organisation and support the management team to ensure that our goals are being achieved in accordance with ethical, legal, governance and fiscal requirements.

Fr. Meno Basti omi
Father Basti is the Parish Priest and Rector of the Basilica of St. Patrick, Fremantle. Born and raised in Sri Lanka, he has been serving the Australian community since 2018 as a member of the Oblates of the Order of Mary Immaculate, joining St Pat’s board in February 2024. Through his commitment to providing exceptional pastoral care, Father Basti has a deep compassion and understanding of the needs and challenges facing the most vulnerable people in our community.

Dr Patrick Colgan AM
A philanthropist, life-long volunteer and a member of the Fremantle community for more than 30 years, Dr Colgan brings a wealth of knowledge and drive for innovative and collaborative solutions to end homelessness.

Nic Osboine
Nic Osboine brings a wealth of experience in property development, investment and project management to St Pat’s Board. A founding Director of OP Properties and General Manager of third generation diversified private property investment group Osboine Investments, Nic has served as a senior manager and board member on numerous property development projects, assets and related companies. With a Bachelor’s in Environmental Design and Master of Architecture from the University of Western Australia, and a Graduate Diploma in Property from Curtin University, Nic is actively involved with property industry bodies including the Urban Development Institute of Australia and the Property Council of Australia.

Danielle Cattalini
Danielle’s family have a long history with St Pat’s, with her grandmother and both her parents being involved with the organisation since its inception.
Experienced in governance, marketing and communications and engagement, Danielle is current a Leadership Team Member at the City of South Perth and has served on a number of committees, including as Chair of the Fremantle BID.

Emily Townsend
Emily Townsend is a qualified Chartered Accountant with over 20 years’ experience in the higher education sector in Australia and is the Chief Financial Officer at The University of Notre Dame Australia.
Emily brings her keen understanding of fiscal strategies and sustainability and looks forward to using her skills to assist St Pat’s in achieving its goals.
Aboriginal Reference Group
St Pat’s is privileged to work on Whadjuk and Binjareb Noongar Boodja and our Aboriginal Reference Group of Elders and emerging leaders provides us with cultural advice, supporting our teams in the development and delivery of services which support self-determination and strengthen connection to community.
Sharon Calgaret
Sharon is a highly respected community leader who has been an active member of the Walyalup (Fremantle) community since 1976. She is known for standing alongside people experiencing hardship and listening with honesty and compassion.
Through her work with Noongar Patrol, Sharon has supported people experiencing homelessness and advocated for culturally safe interactions with police and mainstream services. Having experienced homelessness herself after leaving Roelands as a young teenager, she brings powerful lived experience to her advocacy for cultural safety, education and Aboriginal social and emotional wellbeing.
Sharon provides cultural guidance across health, housing and justice sectors, contributing to advisory and reference groups for the South Metropolitan Health Service, City of Fremantle's Walyalup Reconciliation Action Plan, Wungening Aboriginal Corporation, Kambarang Services, the Fremantle Prison Project, Fremantle Maritime Museum, Palmerston Association, and the WA Police Fremantle District Police Complex.
Clive Morrison
Clive Morrison was born in Narrogin and taken to a mission at age 11, where he was separated from family and culture. After running away in 1968, he spent many years moving in and out of institutions.
Clive has lived experience of homelessness and alcohol addiction and is now proudly more than five years sober. His journey reflects resilience, healing and a deep commitment to supporting others.
He contributes to the City of Fremantle's Walyalup Reconciliation Action Plan (WRAP), works with Wungening Aboriginal Corporation as a healer, and has supported men's groups and outreach programs through Uniting WA; as well as extensive volunteering across the community.
An author and advocate, Clive shares his story to educate, inspire and walk alongside others on their healing journeys.
Vaughan Wayne
Vaughan Wayne brings strong local knowledge and a deep commitment to community wellbeing. Through his lived experience and engagement with frontline services, he deeply understands the impacts of homelessness, social disadvantage and trauma within Aboriginal communities.
Vaughan advocates for culturally respectful, trauma-informed responses grounded in dignity and empowerment and works closely with community services and local government to strengthen collaboration, community safety and early intervention.
Vaughan is committed to ensuring that Aboriginal voices and lived experience perspectives are embedded meaningfully within governance, service delivery and community decision-making processes.
Turid Calgaret
Turid is a Whadjuk Noongar woman with ties to Miriuwung Gajerrong country in the East Kimberley. Raised and based in Walyalup (Fremantle), she lives and works in the community alongside raising her three children.
Turid brings lived experience and professional leadership to all her work. Having experienced housing insecurity herself, and witnessing her mother's homelessness after leaving Roelands Mission, she advocates strongly for culturally safe housing pathways.
Turid is the Coordinator of the City of Fremantle's Walyalup Aboriginal Cultural Centre, where she works closely with people experiencing homelessness. Turid also contributes to the City's Walyalup Reconciliation Action Plan and the Telethon Kids Institute Aboriginal Community Advisory Group, championing community-led solutions and cultural governance.
